999 1 oz Silver Dollar MS 70 NGC First Year of Issue. 999 1 oz Silver Dollar, graded and certified MS 70 by NGC. On July 9, 1985, President Ronald Reagan signed the Liberty Coin Act, which directed the U. Mint to produce one-ounce silver, legal-tender bullion coins.
The one-ounce American Silver Eagle bullion coin has a face value of one dollar. The obverse depicts Adolph A. Weinmans Liberty Walking design used on the half dollar from 1916 through 1947. His initials are on the hem of the gown. The reverse design is a rendition of a heraldic eagle by John Mercanti. Regular bullion coins do not receive a mintmark. Numismatic strikes (Proof, Reverse Proof, Burnished, and Enhanced Uncirculated coins) do. Originally produced at the Philadelphia Mint, American Silver Eagles have been struck at the West Point Mint since 2000 (bullion strikes) and 2001 (Proofs); Burnished coins were added in 2006, with a W mintmark.
